One fast pc and one slow pc

I have a 2 PC network with both machines running Windows XP Media
Center.
I am connected wireless through a at&t netopia router. Both pc's see
each other fine and can share files.

My problem is that one is surfing through the internet at normal speeds
and the other crawls just to load a page. both pc are using identical
wireless usb adpaters. both pc are the same make, model, etc.

one other thing, on the slow pc, if i connect to the neighbor's
wireless network, it runs just fine.

any recommendations.
