Offline Folder synchronization

Can someone tell me if Ofline Folder synch initiates with network connection
is detected after being disconnected, or can it only be set with logon\logoff
synchronization. Asking because I was reading briefly somewhere that it would
detect a reconnected NIC, and synch, yet I have not seen it occur. Tested by
disbling and disconnecting the NIC. The ony synch that I see happen is when a
logon\logoff occurs.
Windows 2003 Server, and Windows XP
