Oder for 2nd Line Cancelled

Hi everyone, I've posted this on another site but I hope someone in the
forum can help me with this.

After trying to get broadband a couple of time on our existing number -
which failed - we placed a PTSN / ADSL order with BT for a 2nd line that
was capable of receiving broadband.

The engineer was supposed to visit today to install the line but he/she
never turned up. We've since phoned BT and they have said that the order
was cancelled as "there's no point installing a new line for adsl when
you live too far away".

The problem is that we don't live too far away. We live 4.7km in line
length and the two neigbours that I know well tell me that they are
'Green' for broadband if they use the BT checker. Our phone line changed
from Amber to Red after trying to get broadband on the first two
occasions (before extended reach).

Can someone tell me if BT have just used our existing number to ascertain
that we are "too far away"? I don't quite see how they can check that a
new line is suitable for ADSL when they haven't even installed it.

Any help, much appreciated.

BT have probably made a decision based on your existing line, which
kinda' defeats the point of what you're trying to do doesn't it?
