The brightest idea would be to put the modem back in its box and
connect an adsl router to the hub to service both machines with an
Internet connection without one machine having to depend on the other.
It will also be far more stable than a pppoa dialup connection using
win98 and will give your network added security since none of the
machines are connected to the Internet directly.
You can get a new one on ebay for about £30 like this one

If you can't spare £30 the next best thing is to do the configuration
manually after you have installed ics. ie. Forget about any wizards.
They're crap.
Whatever your chosen ip address was before, installing ICS will change
it to 192.168.0.1 with a netmask 255.255.255.0
Change the client tcp/ip settings as follows :-
IP Address: Obtain an IP address from a DHCP server
Default Gateway: remove all gateways
DNS Configuration: Disable DNS
Reboot and it should work. If it doesn't, look at the server setup.
Check the ip address is 192.168.0.1 mask 255.255.255.0
and check the registry to ensure these settings.
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Servic es\ICSharing\Settings\General
EnableDHCP=1
IntranetInfo=192.168.0.1 255.255.255.0
