I would like to obtain a block of IP's for my network. How is this done? Who
do you apply to?

Which network?....the Private LAN side or the Public Internet side?

The Internet side must come from your ISP.

The Private side you use a block of your choice from one of the three RFC
designated Private Address Ranges:

Class "A": 10.0.0.0 -- 10.255.255.255
Class "B": 172.16.0.0 -- 172.31.255.255
Class "C": 192.168.0.0 -- 192.168.255.255

Remember that if your system ever has to work with someone else's via VPN
that you can *not* be using the same addresses they are using, so choose
conservatively. Find out from anyone that you might end up using VPN with
what they are using so you don't use the same thing they are.

First; thank you Phillip, you've responded with knowledgable input to many
of my post.. your efforts are greatly appreciated.
I'm not sure if what I want to accomplish is possible; I would like one of
my "private" networked (when I achieve that; must resolve nic id issue) pc's
to have a public ip add. This is why i want an ip block.

Normally you contact your ISP. My isp of SBC has given me a IP block of 4
and if I want more I have to pay more. My home ISP of Charter also
charges for multiple IP's, but comes down to contacting your ISP.

To get public IP addresses, contact your service provider. They
assign them to anyone that connects through them.

Private IP addresses you can use freely. These addresses can be
translated through a gateway into public addresses, allowing many
systems to share a single public IP. That's a function of your
router, firewall or proxy.
