NTBackup Shadow Copy question

If I have a backup device on a workstation, running NTBackup, does it use
Shadow Copy, or can it only do that if the drive is local to the CPU running
the backup?

My experience is that Shadow Copy works only on the local computer where
ntbackup is being used. I tried it as a test to backup the sysvol share on a
domain controller remotely one time and the backup finished with the message
that it could not back up a couple files that were in use on the remote
