DHCP doesn't work the way you seem to think it does. A DHCP client doesn't
look for a DHCP server in its domain, it asks for a DHCP lease and takes
the first one offered to it, from the quickest DHCP server to reply.
I'd suggest maybe switching over purely to the W2003 DHCP for the whole
network, or using seperate IP subnets for the two domains, whichever is
easier in your situation.
