Okay -- I installed a LinkSys wireless G access point. No problem. Stuck a
LinkSys WPG4G PCMCIA card in my new notebook -- it would not hold encryption
if I shut down the laptop. Downloaded updated driver and that problem was
fixed -- the new notebook is talking to the access point at 54Meg or
whatever 802.11g is supposed to do.

So, just for the hell of it, I stuck my old WPC11 802.11b PCMCIA card in an
ancient Toshiba Satellite Pro laptop running Win98SE. Installed the
software, set it up -- the installation software has a display that shows a
PCMCIA card, an access point, and the Internet -- it shows a good connection
between the card and the access point but shows a broken link between the
access point and the Internet. But -- when I click on the Internet Explorer
icon, up comes the Internet -- the lights on the access point blink and I
surf the net, check e-mail -- just fine. It even works when I shut down the
laptop and restart it from cold start.

Maybe I just need to be happy and stop questioning success.

Sounds like a little bug in the WPC11 software, at least with your
setup. If you are really worried about it, you might try to upgrade
that software -- if there is an upgrade for it.
