Not able to connect to w2k3 vpn server

I have made incoming connetion on the w2k3 server. It is DC. I have assigned a
Live IP to the server. when i am connecting to this vpn server following
error is displaying:
Error 800: Unable to establish a VPN connection. A VPN server may be
unreachable, or security parameters may not be configured properly for this
connection.

In most cases, VPN error 800 is port issue. Do you have firewall or router
block GRE? Or the following search results may help. By the way, it is not
recommended to setup VPN on a DC.
