It wouldn't, but he was complaining about having lost connection entirely.
It happens once or twice a year here, where the DSL provider (Verizon, not
my ISP) changes software on their routers. My first line of testing a lost
connection is always to reset the broadband modem. If that doesn't kick
things into action, then I check further. So I asked.
