no tcp/ip available

When i try to install the protocol TCP/IP in windows 98
it is not available. I open the network window, i click
on ADD, i double click on protocol but no window opens up
like it should to didplay the next selection that will
lead to installing the TCP/IP. Why now window? Do I have
to reinstall windows 98
