Installed Linksys WPC11 v.4 according to instuctions.
Unistalled and reinstalled 4-5 times. Reinstalled a clean
copy of Win 98 SE. No power LED indication on PC Card.
Even took back card to store and got a replacement
thinking card was faulty. New card gives me the same
problem. The WLAN monitor, reports that my "WPC11 is not
installed". I can't think of anything else to do. Thanks
in advance for any help.

Both slots work with my ethernet/modem card and it works
with the wired part of my home network.
I don't know about support for cardbus.

Does your PC qualify minimum requirement?
I couldn't find your pc spec.

Here is minimum requirement from linksys spec note

One PC (200MHz or Faster Processor) with:

.. 64MB RAM or Better

.. Available 32-bit CardBus Slot

.. CD-ROM Drive

.. Windows 98SE/Me/2000/XP

also you can call panasonic tech support and linksys tech support.

I think you better to call panasonic tech support to find compatibility.
