No Network/internet

After a WIN98 SE reinstall, I had problems copying network
files. Upon completion I receieve "Unable to load dynamic
link library: msnp32.dll
The system find the file specified. Some or all of the
following features is not availbable: Microsoft Network.
I have run SFC and extracted the dll from net7.cab
After restart, same thing. I have removed and reinstalled
Microsoft client, same thing.
Also fails to load internet connection wizard or IE6 setup.

Can you help?
