no domain server available to validate password

we are setting up an active dir. server win 2003, win 2000 and xp clients connect ok however win 98 clients do not. We are using static ip addresses, client for ms networks tcp/ip, we set up gateway to the server ip, dns set to server name as host with domain set as swfas.loal (our domain) also tried with out .local set workgroup to domain tried with and without .local any thoughtds?

Install the Directory Services Client.
Then deactivate NTLM, (if you are using a non-US version
of Win98) To do this, follow these steps:
Start Registry Editor (Regedit.exe).
Locate and click the following key in the registry:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contro l

Create an LSA registry key in the registry key listed
above.
On the Edit menu, click Add Value, and then add the
following registry value:

Value Name: LMCompatibility
Data Type: REG_DWORD
Value: 0
