No it isn't DNS.
If it was DNS you would still be able to ping by IP#.
Possible causes may include:
1. Bad cable
2. Bad Switch port
3. Bad Nic
4. Mis-configured TCP/IP settings
5. Corrupted Nic Driver
6. Corrupted TCP/IP Stack

There is a name for this that I use....it's called a mess. You *really*
need to reconsider whatever it is that makes you think you have to configure
the nic this way. The nic is identified by the Primary IP#. This number
will be the first one applied to the Nic and it is the one you see when you
go into the *normal* TCP/IP setting without going to the Advanced button.
The Default Gateway must be the same subnet as this Primary IP#.
This might be the root of your problem,...and it might not,...but it
certainly would be an aggravation to the problem. There is rarely a
justifyable reason for a NIC to have more than one IP#,...particularly when
the IP#s aren't even in the same subnet. There is almost always a better
and more cleaner way to handle it that involves having only one IP# on the
Nic.
