Could be DNS. What happens if he tries http://212.58.228.32/

Could also be the browser configuration. Check to see if you have an
incorrect proxy configured.

Has he ever been able to browse, or has this just started to happen,? If
the latter check if he has recently installed (or allowed MS to install)
the IE7 "upgrade"?

If he has done the upgrade and uses Norton, then he probably needs to
uninstall the IE7 upgrade. I have had of a couple of friends who clicked
through the IE7 upgrade and then couldn't browse the Internet, but mail
still worked. Norton + IE7 seems to cause the problem. Another symptom
is that the Norton User interface doesn't work. I believe Norton has a
fix, but as I don't use it I can't verify that.

I think what happens is that IE7 interferes with Norton's UI. Norton
recognises that IE7 is a new program and wants to ask the user if its OK
to allow Internet access, but IE7 has interfered with Norton's user
interface, so the question can't be asked, and IE7 is blocked from the
Internet.

Again, about ie7. I dont know why, but i have found some ie7 upgrades have
restored isp settings from historic accounts, this is especially relevant
for isps like wanadoo who use a proxy server.

Go to tools, internet options, connections, and make sure no tick is in the
proxy settings.

IE7 doesn't do that, people running system restore after a failed
installation causes that "problem". The connection will work whether you
have a tick in the box for a proxy server or not, even if the ISP uses a
specific address rather than a transparent one as most do. You are getting
confused with DNS servers.

I dont dismiss that a restore might also take place in the situation you are
referring to, but i can assure you, if you put a proxy address and a tick in
the internet options, you will no longer be able to browse the internet, but
other internet activities might still be possible.

Try it....
