NLB service

i would like to ask if this network load balancing service showing in the
general tab
into local area connection ,is the same as the service that enabling from
the NLB manager administrative toos?

Not sure if I understand the question correctly, however if your server is a
member of a network load balancing configuration then you will have
additional options that can be configured in your Local Area Connection
Properties. For more information on NLB in 2003 check out KB 323431 and
323437.
