NIC Teaming problem

We have teamed NC 3163 and NC 3123 fast ethernet NICs.NC
3163 is kept as the primary.when we disable the primary NIC
(NC 3163)the secondary NIC(NC 3123)is not taking the load
instead it is shutting down the port of the switch to
which it is connected.
Our system specifications are:
OS : Windows 2000 server
we are using HP teaming software for the teaming.
Our system is HP Proliant ML 330 .

Is there any problem when we team these to NICs?Kindly
give solutions.
