I have reseated both the card numerous times in different PCI slots as
well as trying a total of 8 different Network Cards with various
chipsets. Again, currently there is a 3Com 3com 3c905cx-tx-m installed.
But have also tried:

3Com 3C980C-TXM
Intel Pro 100
Netgear FA311
DFE-520TX+ (3 different chipsets RTL & via-rhine's)

Thank you in advance for your help! I would be glad to provide further
information if needed.

After looking at this for over 12 hours I finally started undoing some
of things I had performed post RHEL install. Turning acpi=off
apparently made this issue appear. When I removed that from grub.conf
the card was detected and functioned as expected!!!!

However when I have acpi=off, my cpu speed does not get listed
correctly and I get alot of acpi fails in dmesg:

shpchp: acpi_shpchprm:\_SB_.CFG1.PCI3 _HPP fail=0x5
shpchp: acpi_pciehprm:\_SB_.CFG1.PCI3 OSHP fails=0x5

<snip>

Well, you are turning ACPI off. Why would you expect ACPI stuff to work?

This was a typo. I meant to say When I don't have acpi=off my cpu speed
does not get recognized correctly AND I get ACPI errors in dmesg..
which is why I set it to acpi=off. To make the errors go away and to
get '/proc/cpuinfo' to display the correct cpu speed.
