NIC Cards Stop Responding

I have enough experience and knowledge to be really dangerous but as such can
usually muddle my way through most problems but am stuck on this one. We
have a Windows 2003 Server running IIS and have 3 static IP addresses on the
internet on one NIC for it. We also have anthoer NIC for the internal
network. This arrangement had worked well until recently when it seems the
IP stack work quit responding on the external IP addresses. I could
typically do a "Repair" on the NIC and it would begin responding to external
requests again. I have tried using the Windows Firewall with the ports open
for HTTP, HTTPS, SMTP, SQLServer and POP3. It will work for a while then
quit responding. Requests to ASP.NET pages will give an error 503.

When I have ICMP open, it will also stop responding as well. Normally after
repairing or rebooting the computer the system will start responding and will
work for a couple of hours. I have also added a couple of additional NICs
and separated the three fixed IP addresses to separate NICs. They seem to
stay up a little longer but all start dropping offline.

What are some of the logging diagnostics that I need to try turning on to
track for problems. Any areas that I should look at etc. Any configuration
issues that I should check. I have even tried putting a router between the
cable router and the server that would only allow the ports for the services
named above to have access but it still received the same problems.

Have you tried swapping out the NIC?

I have replaced the NIC cards.

Could this be a Denial Of Service attack causing it? Someone also suggested
checking the Wake-On-Lan option. If it is a DOS how do I prevent the problem
while still allowing access to the needed services. I have tried putting it
behind a hardware firewall and only allowing the selected ports to pass
through to the server (80, 443, 1433, etc.)

I don't think it is denial of service. Could be a corrupt stack. That
being the case try reinstalling the stack:
