NFS unable to export sub-directory?

I recently rediscovered a problem I experienced some time ago with NFS
exports. Specifically, I have no problem exporting a top-level directory
(under /) but I cannot export any sub-diretories. When attempting to do so,
the NFS server shuts down saying it was unable to communicate with portmap.
I have no idea why I get that message, since portmap is clearly running. Is
this a known BUG or limitation of NFS? If not, what's the problem?
