Unless you've changed any of the default settings, including security
settings, this should just show up. The default filename is actually
iisstart.asp, not .htm. Otherwise, make sure under the website properties,
that is is 1) running, and 2) that iisstart.htm or iisstart.asp (whichever
you are using) is listed under the Documents tab and moved to the top of the
list.
If this doesn't help, please provide more specific info, such as what was
changed, altered, what exactly are you developing (you mentioned asp.net),
if you registered the app, etc. If it's a development issue, I would suggest
to post to the microsoft.public.inetserver.iis newsgroup, maybe even the
microsoft.public.dotnet.general or the microsoft.public.dotnet.framework
newsgroup. (There are numerous dotnet groups I've found, so not sure which
one would appply for your app).
