Does the PC connected to the base station have to stay on
at all times to enable wireless features???

Hi,

If you have a wireless base station, then you can turn off any of your
computers and your internet connection, and wireless will still function.

No it does not.

The base station is a self contained unit not dependent on any other
computer being in an operational state (once you have set it up).
