New Setup SBS2003 Cannot connect o Network

Installed new server w/1 nic and installed SBS2003.
After install, added 2nd card with no issue. I tried to
run Connect to the Internet wizard and get error that
DHCP cannot define scope. A scope is defined and the
DHCP Server Server Service is running.

Local NIC is Static and Server Nic is assigned by DHCP.
Cannot go further without clearing this error.

(latest Windows Update applied). I do have a router
connected and it is the DHCP also. I have disabled it to
clear the error without luck. The workstations are
currently on 192.168.202.xxx and the new server is on
192.168.66.xxx. I assume once I disable DHCP(router) and
activate new dhcp on server. I will reboot WS's and get
new IP's on same net.

Any thoughts with limited info?
