NetworkManger config. & usage?

Hello, we have a satellite internet connection that works much of the time,
but occasionally is occluded by weather on either end of the connection.

We'd like to be able to automatically use a configured ppp dialup connection
when the satellite is unavailable, and then switch back to satellite when
that connection is up again.

I see /etc/init.d/NetworkManager is available, but don't find a man page or
any configuration information for its usage. I don't know if this a tool
that we need for the task or not.

How can we automatically switch network connection to dialup when the
satellite is unavailable, and then back again when the satellite is
available, please?
