Windows XP Home Edition doesn't have any user permissions. It allows
all users on all computers to access it over the network. All that
should be needed is to run the Network Setup Wizard to fully enable
file sharing:

The most likely problem is that a firewall is blocking access to XP.
Permanently disable XP's built-in Internet Connection Firewall on the
local area network connection -- it's for use only on a direct modem
connection to the Internet. Disable and un-install all other
firewalls while troubleshooting. Details here:

If you have Windows XP Professional and have explicitly disabled
simple file sharing, you might need to set some user permissions.
