Where is this list found in the XP control panel?

If you want to be able to do this, use the User tool in the Control Panel an
add your Windows 98 logon to the Administrators group. The default
'whole-drive' shares in Windows 2000 and XP (these are called
"administrative shares", by the way) are only available to
administrator-level users.
