You can run XP's network utility on Win 98 SE, too. I've written a

Why are you going to use WinGate? Both Win 98 SE and Win XP have a
built-in ICS (Internet Connection Sharing) capability. If possible, I
recommend using Win XP as the ICS host to share its dial-up connection
with the other computers. That's easier to set up and more reliable
than using Win 98 SE as the ICS host.
