Networking Protocols Not Working Except HTTP

Greetings -

Trying to help some friends running 98 SE...they are able
to access the Internet (http), but cannot pass SMTP or
ICMP traffic. ISP is Comcast broadband. Can't ping valid
outside addresses, can't access Comcast mail via Outlook
Express, but can pull it via the Comcast web site. I can't
find any firewall or AV software running.
