I have a computer at home that was a surplus from an office, with Windows 98.
Whenever I use it, a popup keeps notifying me that I do not have an internet
connection (even though I don't want one), and asks me if I want to work
offline (I always click on "work offline"). This happens REPEATEDLY!!! It
looks like the computer had a broadband connection (the Ethernet port light
comes on a lot in back of the computer). I went into Explorer Internet
options and thought I had disabled it with cheking "Never dialup" but still
no luck. Is there any way to disable this popup? (the server newsgroup told
me to post here).

You are still posting to a server newsgroup (hence the word "server" in
the group name). Sheesh!!

You probably want something that is in the microsoft.public.windowsme
hierarchy.
