Networking = not working

Hi.

I have a computer running me and it seems that nothing to
do with networking will work.

The closest thing to a useful error message i can get is
when i try to ping and i get this...

unable to initialize Windows Sockets interface, error
code 0

For some reason the computer will dial up to the internet
but won't do anything further eg. browse sites or collect
mail. Norton Antivirus has been installed/updated and
didn't find anything. It also says that tcp/ip port 110
is unavailable. I tried networking it to another pc and
that wouldn't work either.

I have tried removing all clients and protocols and
reinstalling them but that didn't work. Tried
reinstalling dialup networking aswell.

Any ideas welcome.
