The NIC is defaulting to a Link Local IP address in the range
169.254.0.0/255.255.0.0 (described in RFC 3330). This is by design when it
can't find a DHCP server to assign an IP address. How are you configuring
the properties? It may be defective, of course; but that depends upon
whether you are installing standard drives which come with Windows, or the
drivers that come on the disc that came with the card.
