Network XP Pro and 98 through router; 98 won't join

I'm failing miserably at setting up my first home network;
hope I'm making a rookie mistake. New machine DELL2004
has XP Pro; old machine COMP1994 has Win 98 (upgraded from
3.1 years ago.) New Netgear router WGR614 has wireless
capability but I'm not trying to use any wireless yet. I
have broadband access on DELL2004 through the router and a
cable modem (access was initially set up direct before I
had the router, but I have the router spoofing the IP
address that the cable is looking for.)

But I can't get the internet on the COMP1994; each machine
sees itself in Network Neighborhood, but neither sees the
other machine. The router shows only DELL2004 as an
attached device; DELL2004 can ping itself and the router,
but not COMP1994. COMP1994 can't ping anything and, even
though the TCP/IP is set up to obtain an IP address
automatically, when I run winipcfg it shows the address as
169.254.x.x.

I plug in the cable modem, then the router, and then start
up the two machines and their printers. I run the Network
Setup Wizard on DELL2004, and here's one possible reason
for my problem: every time I've run the wizard, I've seen
an error message about "Spooler SubSystem App has
encountered a problem"; the "error signature" is
meaningless to me, but I've written it down (can't find
anything about it on the MS knowledgebase.) When I either
send the error report to MS or just shut down the error
dialog box. the Wizard completes and tells me everything
is fine. I make a floppy to use on COMP1994, and after I
run it COMP1994 also tells me the wizard was successful.
Both machines have the same workgroup name and both have
sharing enabled. But COMP1994 cannot find the internet
server and is not in the network.

Another possible source of trouble: previously I had dial-
up service on COMP1994 with AT&T and, even though I've
uninstalled their software, the Internet Explorer header
says "supplied by AT&T". The last thing I tried was to
uninstall the antivirus program from COMP1994; it has no
firewall. DELL2004 has the freebie Norton antivirus, but
it hasn't caused any problem. I'm at the end of my meager
mental resources. I know that ICF and ICS are turned off,
but I hope I'm missing something equally simple; can
anyone help me out? Thanks many.

On the XP computer, open a command window and type the following, then press
Enter:

net stop spooler

Run the Network Setup Wizard. When done go back to your command window and
type the following, then press Enter:

net start spooler

That should get you up and running.

first, on the old machine, go to start then run and type
in winipcfg. run the program. At the window, make sure
that your NIC is shown then click release all. when the
window comes back and shows all 0's for an ip, click renew
all. Windows is famous for not clearing out old IP
addresses. You should now be able to get to the Internet
and the XP machine should now be able to see the old one.

the next part is the same problem I have been trying to
chase down myself.. trying to get the old computer tosee
into the XP. Hopefully, somebody can enlighten both of us.
