As I recall, it might be during the initial replication, but it shouldn't on
subsequent updates. Unlike NT4, 2003 server only replicates the changes up
and down the line. As well, replication info between Domain Controllers is
compressed.
If all that weren't enough, you can schedule the replication time for
non-peak periods using the Sites and Services snap in on the MMC.
That should ease some of the bandwidth restrictions you're faced with.
