Network Speed Control between Ports

I have a teenager that is sucking all the bandwidth from the rest of my
network. I am currently on DSL and have a 4 computer network and a x-box 360
connected. I have an Actiontec Router/gateway with 4 ports. I connected an
old Kingston 8 port switch to the fourth port , the Kingston switch is only
10baseT. The Teenager is still pulling 60% of my bandwidth. I was wondering
if anyone knows of a program than can limit the bandwidth per port on a
router? Or any other ideas that someone might have. She is downloading 15
to 20 songs at the same time and uploading pics.. This is killing my
network.

I believe QoS will allow you to control network traffic.

Yesss...Quality of Service is the answer. Your router needs to support it.
You can give each physical port or private IP adres a maximum bandwithd or
download speed.
