Network is Slow and Crashes

Hi,
We have 10 pcs with XP pro Plus a Dell server with SBS 2003.
Our Server Connects to the LAN through Dynamod 5 Port Switch into a RJ45
socket in the wall and from there into 2 Edimax 8 Port Switches to all the
pcs in our LAN.
I know that it's a stupid way to configure one's LAN but it's going to change.

Our LAN sometimes works on 10Mbps and sometimes crashes; to remedy this I
have to "power cycle" the switches.

My first question is - Which 20-24 Port Unmanaged Switch would you recommend
that is stable and fast, with a budget of 200$ (if it's possible).
Secondly - Are all Network peripherals requires "power cycles" every once in
a while?

The Linksys SR224 should be around $120 but keep in mind it's only
10/100. (not Gigabit). I'm not sure if anybody has a good 24-port
gigabit switch for under $200 (though you could check eBay or some of
the Overstock sites). D-Link has one that might be close - the
DGS-1024D. I haven't used it but for small low-volume sites the D-Link
gear is usually o.k.

I use LinkSys unmanaged switches, but I'm sure switches from any recognised
name are probably just as good.

Network peripherals should not require cycling of the power. It sounds like
one of your switches is duff and needs to be replaced. You could try working
out which switch is at fault, but its probably not worth it since you are
going to replace them both anyway.
