Sharing of the subdirectories such as Program Files and Documents and
Settings is deliberately restricted in File and Printer Sharing. You can
share an individual folder in Program Files however.
For more open access you could consider running an ftp server like
Filezilla. I find I can run it without any major security problem but I
know others disagree.

For the printer, you probably need to install the printer software on
the machines from which you are sending print commands as well as the
machine where the printer is installed.
