network printing

i have a printer attached to a win2k sp4 server and
shared.
when i try to print from a win98 computer om the command
line like copy text.txt \\server\printer i sometimes get
access denied. It works most of the time. Then it helps to
browse the network neighboorhood.
whats wrong is it sp4?
