Network Monitoring

In a network, how can I keep track of downloads and
uploads of each user in a domain. I am using windows 2003
server. Does Windows 2003 or ISA able to do this. My main
objective is to monitor unnecessary downloads.

You can get information about network usage by traffic and not as files.
