How can I get Win98-SE to omit the Windows Network logon screen that always
comes up after bootup?

Go to Control Panel | Network and set the primary network logon to
Windows Logon. Reboot, and log on with a user name and no password.
It won't ask for a logon again. This Microsoft Knowledge Base article
has details:
