Network Interface allows incoming traffic but won't connect to anything.

Dear All

I have a dell 1650 server with two Intel Etherexpress/1000 NICS,
running RH linux 7.3. One of the NICS is disabled.

ifconfig shows

The problem is that I cant connect to anything. ie if I ping
localhost or the server's own IP address I get a reply, but anything
else, including other boxes on the same subnet and the GW just give
host unreachable.

Other boxes with exactly the same configuration (but different
NICs/IP) work fine and can even ping the dell on its IP address and
receive a reply.

The problem seems intermittent, yesterday I could ping another box on
the same subnet, but today it's gone again.

Can anyone suggest either what I can do to fix this :-) or
alternatively what can be done to further investigate this problem?
Is there a way to isolate it, ie to confirm it's the NIC, driver etc.

I can also use SSH to connect to the machine and administer it. I can
also connect to the web server on it and view any content stored on
it, but at the point at which it tries to connect to another server
(RDBMS, mail etc) it fails.

Any suggestions
