network files access

I have an application with 120 files on file server. The application is used
by approxiamte 30 to 70 users
that access it from the network.

The problem accures when more then approxiamatly 40 users wants to run
application.
Nothings happens, it just seems that some files are in use(the icon
Hourglass appears)
and when some of the users realese the application, it is possible to run it
normally
again.
The application is programmed in PowerBuilder 5.0.

What could be wrong?
