When I select Network Connections from the Control Panel, it comes
up blank. There is nothing displayed in the Network Connections window.
The network is working or I couldn't post this message. What's up?

and in Windows XP:

A field note I have indicates that the APC UPS service may also cause this
problem.

Hi Todd,

Am having a similar problem, a bit more intense that my network is not
working either.

I had gone through the first link you had sent and I have a problem in step
2 (as shown below):
2. Verify that necessary services are started: a. Right-click My Computer,
and then click Manage.
b. Expand Services and Applications, and then click Services.
c. In the right pane, verify that the following services are started: •
Remote Procedure Call (RPC) (is started by system, is running)
• Network Connections (this service depends on RPC service) (not started
by the system, unable to start manually)
• Plug and Play
• COM+ Event System (this service depends on RPC service) (not started by
the system, unable to start it manually)
• Remote Access Connection Manager (this service depends on Telephony
service) (is started by system, is running)
• Telephony (this service depends on RPC service and on PnP service) (is
started by system, is running).

Could you give any pointers as to how to restart service:
- Network connections
- COM+ Event System

thanks.

I am having the same problem. This is the second time this has happened on
this server. The last time which was three days ago I went through the
steps outlined below to no avail. We had Dell com out and replace the
motherbord and re-installed 2K3. All was well until a reboot tonight and
then the same damn problem! This is a Dell 1850 server... standard fare.

Does anyone else have any ideas on this? It must be an MS hotfix since all
seemed fine until after today.

TIA,

Jack

I have had this problem on a Dell 1400sc server with Win2003 Server SP1, Dell
8100 with WinXP SP1 and Dell IN5000 Laptop with WinXP SP1. I have narrowed it
down to a patch or update to the windows installer service in SP2 on WS OS or
Windows Update service when it installs the Windows Installer patch before
downloading from the windows update service.

The KB articles are not very helpful, so far I have not been able to resolve
the problem on any of these platforms with the KB articles and have had to
roll back to previous versions becasue of too many COM component failures.
The server above had 21 services fail to start after downloading new windows
update service installer.

This is a natsty bug and has been keeping me from updating security patches
and other critical items on four computers for several months now. Wonder if
Dell platforms have anything to do with it? The only thing I know works for
sure is to roll back the updates and if you can not do that, reinstall the OS
and then stay on SP1 and away from the update service.
