Network Connections service cannot be started

Dear All,

I am running Windows 2000 Server with SP4. A few days ago I found that the
"Network Connections" service cannot be started and I could not open the
"Network and Dial-up Connection" folder. However, TCP/IP is still running
and I am able to ping to other machines.

All other services using the TCP/IP network respond very slowly. And I could
not apply any Windows security patches on that server or run the Windows
Update, and even I am not able to install Microsoft Anti-spyware Beta on
that server. I have scanned the server for viruses and did not find any.

What is going on? Does anyone help?

Do you use APC UPS? If so check the version of the software that you are
using. If it is Ver. 6.x then it has expired. Disable the service and
reboot. Uninstall it. Download and install Ver. 7.
