Network connections not displayed

I have a server which I just reloaded with Server 2003 (Standard). Whenever
I apply SP1 or SP2 I loose all network connections.

After a little bit of research I have found that several services get stuck
in the starting mode. These include netman, Com+, and ShellHWDDetection.
Also within any Service properties when I click on Dependecies I get an error
message indicating Win32 Access is denied.

I am certain this is not a hardware or driver issue as I have this same
hardware (four other boxes) running Server 2003 w/SP2. The server is fine
until the SP is installed.

I reloaded this server for this issue as it was running an old version of MS
Software Update Services (SUS) and I wanted to upgrade to the latest version
(WSUS). The latest version requires SP1 minimum to install.

I am stuck on how to proceed with this problem, any advice?

You may experience network-related problems after you install Windows Server
2003 SP2 or the Scalable Networking Pack
http://support.microsoft.com/kb/936594

Your subject indicate "not displayed".
Do you loose network connectivity or is a problem of displaying network
cards ?
If so, are your network driver up-to-date ? Is it dell server ?

I was having this identical issue with one of my servers.
After a long time of trying different configurations and attempted
slipstream upgrades, I eventually did a clean install with a slipstream disc
with SP2 and then started install drivers one by one with a restart after
each one to try and narrow down my problem.

Turns out it was the video driver that was giving me all my networking
grief. For reference it was an ATI ES1000 video chipset.

All network connectivity is lost. The network driver is the same version as
that on the other working boxes. It is not a Dell box, it is an IBM
8305-4DU. Same as the other working boxes.

I had some hope that this might be the problem/solution. In that I had
noticed that when I simply applied SP1 the graphics defaulted to a much lower
resolution. Unfortunately updating/reloading the drivers for the video,
network, and even audio (there was a problem with one of the audio drivers -
so I figured what the heck) didn't seem to help my network problems.

Here is what I have found on another forum

I have the same problem. The Service Pack 1 for Windows Server 2003 changed
the account that run the RPC service to NetworkService. I changed the account
that run this service back to LocalSystem(same that without SP1), and the
Network Connections service back to Started state.

Remember that do it, you have a security problem that was corrected in SP1.

I must admit I suspected a possible permissions issue but it wasn't clear to
me how it was or could be wrong. My intent was to fix it as Mr Cascaes
suggested.

What happened next is slightly different. I decided to get the server back
to a known state and re-formatted and re-loaded the drive. My next step had
always been to join the domain that the box was ultimately going to belong
to. This time I elected to apply the SP first. To my surprise everthing
worked fine and I can now access the network.
