I have a peertopeer network (4 clients) all running perfectly. I have a
cable running all the way down to the bottom of my garden where I have a
machine that I want to use as a back-up file store. It's a bit of a pain
going all the way down there to turn the thing on and off, especially late
at night in the typical scottish west coast rain!

I don't want to leave it on all the time as there are frequent storms at
this time of year so...

....could someone point me to some guidance/resources that would enable me to
boot this machine and shut it down again via the network?

The target system is WinXPpro as is the machine that I want to use as a
'switch'

If you enable Remote Desktop then you can shut it down no problem,
although there are also small purpose-made utilities. For startup do a
search on "wake on LAN" and "magic packet" (assuming that your hardware
supports this.

Switching it off won't make any difference to being hit by electrical
storms.
You need to walk down the garden, switch it off AND UNPLUG IT FROM THE
POWER, LAN AN ALL OTHER EXERNAL CONNECTIONS.
