Network Binding server error

We run a server in the voodoochat community, the server is on my partners pc,
which following our recent troubles is now back on 2000 nt. However he can
not get it to allow us both internet access. So i have used my pc as the
gateway. But now his server runs in voodoo everyone can see it but only we
can get on to it. A friend told us that the ip addys need binding, but we
can't find out what they are and what to do to bind them? All help appreciated
