Network and Add/Remove Windows Components Problems

A friend of mine has a Dell, 600MHz, PII computer running Windows 98SE that
he is trying to home network with two Windows XP computers. The two WinXP
computers are working fine. I would include more about the computer but I
think the problem is with missing Win98se components.

Here is the problem with the Win 98se computer:

1.) There are no Networking components available in the Networks
Property area. There is nothing there to choose. I do not think they are
even on the computer.

2.) There are no Add/Remove Windows Components in the Control Panel
available. It is just empty.

I am not sure if there are other problems like this or not on this computer.

Any help would be appreciated.

Is there a way to have Win98se setup check and reload only the parts of
Win98se that are missing?
