netsetup.exe error message

I have 3 computers, 2 win98 and 1 win xp. I ran
netsetup.exe on one win98 computer no problem. It seemed
to improve the connection speed quite a bit. I tried to
run netsetup.exe on the second win98 computer and keep
getting the error message "This operation has been
canceled due to restrictions in effect on this computer".
To my knowledge, I do not have any restrictions set up on
the computer. I have searched the ms knowledge base and
come up empty.

Any thoughts?
