I am having issues with errors flooding the event logs with id 5805 and 5723

I have 2 windows 2003 dc's in different vlans.
I also seem to have issues with My Network Places not updating correctly. I
am not getting traffic to propagate everywhere.

Network Places is Netbios dependent.
Run WINS
Enable Netbios over TCP/IP

I have WINS enabled and wanted to get rid of it. Is WINS really needed in a
2003 environment with all xp clients?
Isn't netbios enabled by default? I assume you are talking about the NIC on
each machine?

Yes.
In the real world, getting totally rid of WINS & Netbios is still a future
fantasy (IMO).

Yes, but it isn't enough by itself.

See my other post,...but I am operating under the assumption that you have
multiple subnets. WINS is not required in a single subnet LAN. Netbios
over TCP/IP and the "Computer Browser Service" should be all that is needed.

Thanks,
so on each member server or machine with a static IP do I need to enable
netbios over tcp? Is that preferred or does it not matter, is it given out
to clients by default with dhcp?

It is usually on by default,..if you didn't intensionally turn it off,..it
should be on.

Make sure the Computer Browser Service is on.

If you have multiple subnets, install WINS on one of the Servers and point
all machines to it in their WINS Setting,...but single subnet LANs don't
need it.

Also make sure the Windows Firewall is off on the machines.

Not that I know of,...I know I never have anyway. My DHCP supplies the IP#,
Mask, Default Gateway (Router), DNS IP#, and WINS IP#,...that's all.
